The average person, with no mental health issues, would absolutely be compeled to question their actions before they go through with it. This has been proven in countries where the death penalty is practised for more heinous crimes (such as: rape, murder, terrorism, drug smuggling). For example in Saudi Arabia; the capital punishment is actively practised and it is easy for someone to get the death penalty - not many heinous crimes are committed. Another example is in China, where the death penalty is practised on anyone who smuggles drugs into the country. This has drastically reduced the uses of illegal drugs. The oppisite is also proven. For example, in the United States 2,000,000 people are victims of crimes such as assualt and murder. This can be linked to the fact that there are no serious punishments for heinious crimes.
